The hedge budget is a ceiling, not a quota. This ruling closes a drift the warmth sweep itself introduced: treating "at most one full-strength no-guarantee statement per chapter" as a target meant a cover-to-cover reader would still meet the general charter fifteen or more times, while revised Part I promises the opposite ("stated plainly once so it does not have to trail after every chapter").

The distinction now enforced: a boundary that teaches its own chapter's subject (the census sentence for classifiers, the doorstep for reception, the /ɸ/ certification joke for sound mysticism) is content and stays. A restatement of the general charter in local clothing is the trailing, and Part I's single statement carries it alone.

Changes

  • documents/reference/voice_for_models.md: the waiver row now states the ceiling-not-quota reading, that a chapter whose subject does not raise the temptation carries none, and that the general charter lives once, in Part I.
  • Part I, first-words file: the honest note on mnemonics keeps its concrete half ("a mouth doing lovely mechanics can still say something unkind") and drops the trailing charter clause ("what a speaker does with the instrument stays with the speaker"), which restates what chapter 1 already owns.
  • Part II, Buddhist pillar close: "A Phi sentence can still be heedless or cruel" drops as a near-duplicate of the Part I charter's own example ("prevent a cruel sentence"). The chapter-specific half stands alone as the door: "The speaker, not the grammar, undertakes Right Speech."

Examined and kept

The other merged keepers were re-read against the stricter line and all hold as chapter-specific content: Part I's charter statement (the one home), the sound-practice opening (fitted to the thesua example above it), the doorstep, the ripple-effects community-evidence statement, the /ɸ/ certification close, and chapter 11's census cluster. Chapter 10's "Phi prescribes the order, not the speed or state of mind anyone brings to it" (in open #466) also stays: SOV-mindfulness is the manual's single strongest temptation, which is exactly what the placement rule asks.

Audit

Full protocol run. The diff is two deletions and one table-cell revision; the counting pass reports every hard-zero row at zero and no new prose patterns. Validator: 1275 entries, 0 errors, 0 warnings.
