docs: update README to reflect completed phases#36

The top-level README still described Phase 1 as the current milestone and publishing as a future step. Reality: Phase 2 (logic consolidation) is complete, both packages are published, and the repo is public. - "What lives here": packages now carry the hand-written per-language logic, not just generated types; link the per-package READMEs. - Replace the "Roadmap" section with a "Status" section: Phases 1-2 done, Phase 3 in progress (consumer adoption + doc 48 migration).
