chore: Upgrade dev-tools

• Added Vitest, Playwright, and optional coverage peer dependencies at the root. Removed Tape, Puppeteer, and tap-spec
• Added vitest.config.ts with Node, browser, headless, and V8 coverage projects
• Added a local Tape compatibility wrapper
• Migrated all Tape imports without reformatting test bodies
• Preserved the previous test selection, source aliases, numeric tolerance, nested tests, and Tape assertion aliases
• Removed dev-modules/devtools-extensions
• Updated CI to install Chromium and run Node plus headless coverage tests.
• Preserved math.gl’s previous Biome policy, explicitly disabling one newly inherited dev-tools rule.
