Adds customer-facing guidance for the lower bound of provisioned capacity - detecting when a Namespace is paying for reserved capacity it isn't using (the 20% per-TRU minimum) - which today's docs don't cover. - service-health: new "Provisioned capacity utilization" subsection under Monitoring Trends Against Limits (the canonical, linked-to home): the metrics, the 20% floor, the under-utilization alert threshold, the intentional-headroom nuance, and that Usage/billing is the source of truth - capacity-modes: short pointer subsection linking to the above Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
