ROX-34965: Perf scale tests get diagnostic bundles

Description

Gets the diagnostic bundle and adds it to the artifacts when running perf and scale tests. There is a companion PR for the openshift/release changes at openshift/release#77558

Testing and quality

• the change is production ready: the change is GA, or otherwise the functionality is gated by a feature flag
• CI results are inspected

There are some failures, but they are quay errors. The script introduced in this PR is not used by any of the CI jobs.
