ci: sync the shared check-upstream.sh with its nuget check kind - #17

build/check-upstream.sh is shared verbatim across every repository in these families - all twenty-one copies were byte-identical before this change and are byte-identical after it. The umbrella repositories needed a `nuget` kind so they can watch the platform packages they pin; this repository gains the capability and uses none of it, because its build/upstream.tsv declares no nuget rows. Committed here purely so the copies do not drift apart. No behaviour change: nothing in this repositorys manifest asks for the new kind. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
