docs(0038): complete task; spawn 0070 M1 deploy task + runbook#60

0038 (prices ledger processor) is code-complete and merged (PR #34) with no remaining blockers — BE 0227 done, 0047 deferred. Mark it completed and move active/ -> archive/. The only outstanding work is pure production deployment (Part E: build arm64 bootstraps, seed cursor SSM, BE S3->SNS fan-out, cdk deploy, live mTLS smoke, lag_seconds metric/alarm). Split that into new backlog task 0070 (milestone-M1) with a full deploy runbook, carrying 0038's three deferred deploy-only acceptance criteria. Corrected the stale Blocked-on section (0011/0037 both archived).
