Always write 'enabled' setting for Gitea Actions#207

The default value of the role (false) and Gitea (true) differ. And so omitting the variable in the ini file will lead to Actions being enabled, when the role variables say otherwise. Signed-off-by: Andreas Brain <abrain@users.noreply.github.com>
