fix: allow connector template placeholder identity

Summary

• skip published identity registry checks only for the connector template’s exact placeholder GUID, name, and package tuple
• retain normal uniqueness enforcement for every generated or published connector
• add focused regression coverage for both registry checks

Why

The shared connector template intentionally cannot have a published app identity. Its static gate currently blocks the platform-side fix for PSAAS-30958 and PAPP-38137.

Validation

• uv run --with pytest pytest local_hooks/tests/test_static_tests.py -q -k connector_template
• pre-commit run --all-files
