Bumps eslint from 9.39.1 to 10.6.0 (major).

ESLint 10 removed the deprecatedcontext.getFilename()API that the currently-pinnedeslint-plugin-vuejs-accessibility@2.4.1still relies on. PR #13935's dependency set already bumps that plugin to^2.5.0— this PR needs the same plugin bump bundled in, otherwisepnpm lintbreaks repo-wide once merged. - Security: Snyk/CLA checks passed; no CVEs indicated for this bump.
