Summary

Bumps Kubernetes dependencies from v0.35.2 to v0.36.2 (k8s 1.36) and Go from 1.25 to 1.26.

What changed

• k8s.io/ deps*: v0.35.2 → v0.36.2 (all 11 lockstep modules)
• Go version: 1.25 → 1.26 (go.mod, Dockerfile, .ci-operator.yaml)
• controller-runtime: v0.23.3 → v0.24.1
• controller-tools: v0.20.1 → v0.21.0 (codegen annotation update)
• Feature gates: Disabled WatchListClient (default-true since k8s 1.35) in test-go.sh
• OpenShift deps: Updated openshift/api, openshift/client-go, openshift/library-go, openshift/build-machinery-go to k8s 1.36-compatible versions
• New k8s module: k8s.io/streaming v0.36.2 added (httpstream moved from apimachinery)

Locally verified (all inside golang:1.26.0 container):

• go build ./... — PASS
• go vet ./... — PASS
• golangci-lint run (v2.12.2, 12 linters) — PASS (0 issues)
• go test -run='^$' ./... (format string vet) — PASS
• Unit tests (go test ./pkg/...) — all pass except pkg/controller/proxyconfig which is a pre-existing failure (missing /etc/pki/ca-trust/extracted/pem/tls-ca-bundle.pem in container — identical on master)

Notes

• No non-vendor Go source files were modified — this is a clean dependency-only bump
• Zero CVEs found in bumped dependencies (checked against OSV.dev)
• WatchListClient gate disabled via KUBE_FEATURE_WatchListClient=false env var — standard practice for rebases
• CI builder image rhel-9-golang-1.26-openshift-4.22 must exist in the registry
