Require Topics publication and verification

Fix

Close the gap between generating Topics and actually setting them on GitHub.

• require Description and Topics to be written after repository creation/push
• read metadata back and compare exact values
• mark missing metadata as pending in manual mode
• prevent reporting publication as complete when Topics are unset
