This is needed to setup our ability to push to PyPi on release while also assisting the move to a different docs hosting setup.
There is a
buildjob run on PRs tomainnow. This is largely to catch glaring build problems before a merge tomain. No artifacts are saved except for on release.docs/anddist/are no longer tracked by git.
