ETIS is being developed incrementally while preserving the stability of its core framework doctrine.
Engineering Trustworthy Intelligent Systems presents a practical engineering framework for building, governing, operating, and continuously improving trustworthy intelligent systems.
ETIS is grounded in software engineering discipline, repository-centered evidence, human oversight, operational trust, and governance by design.
Core principles include:
- AI proposes; engineers verify.
- Governance is architecture.
- Context is control.
- Everything important leaves evidence.
- The model is not the system.
- A demo is not operational proof.
ETIS treats trustworthy intelligent systems as systems that must be designed, verified, governed, operated, reviewed, and improved through evidence.
ETIS is intentionally structured as a framework-plus-platform ecosystem.

Each layer has a distinct role:
| Layer | Purpose |
|---|---|
| ETIS Framework | Defines the engineering discipline, principles, lifecycle, governance concepts, and trust model. |
| ETIS Framework Website | Publishes the book, framework resources, downloads, education materials, and public-facing explanation. |
| ETIS Framework Repository | Maintains the authoritative source for the framework publication, website, education assets, and ecosystem materials. |
| ETIS Engineering Platform | Provides the guided implementation of ETIS through stages, templates, examples, governance assets, and workspaces. |
| ETIS Starter Kit Repository | Maintains the source for the Engineering Platform and its reusable engineering assets. |
| Project Workspace / Reference Examples | Supports project-specific evidence and demonstrates ETIS practice through LMU/COICP examples. |
The Framework explains ETIS.
The Engineering Platform operationalizes ETIS.
The ETIS Engineering Platform is the practical implementation layer of the ETIS Framework.
The platform includes:
- Engineering Stages ES-100 through ES-114
- Reusable engineering templates
- Completed LMU/COICP reference examples
- Project Workspace structure
- Governance and evidence-centered engineering assets
- GitHub-based repository workflow
- MkDocs-based publication site
- CI and GitHub Pages deployment workflow
Published platform:
https://platform.etisframework.org
Source repository:
https://github.com/etis-framework/etis-starter-kit
This repository is the authoritative source for the ETIS framework and publication ecosystem.
It contains:
- The ETIS book
- The public framework website
- Front matter, chapters, appendices, and publication assets
- Downloadable resources
- Educational ecosystem materials
- Educational products
- Framework reference materials
- Website assets and build configuration
- Roadmap and ecosystem planning materials
This repository intentionally serves as both a publication system and the long-term framework authority for ETIS.

O'Connell, William T. Engineering Trustworthy Intelligent Systems: Software Engineering, Governance, and Operational Trust in the AI Era. First Edition. ETIS Framework, 2026.
William T. O'Connell, Ph.D.
Computer science educator, software engineering practitioner, and author of the ETIS framework.
ETIS is an engineering-first framework for the AI era.
It treats trustworthy intelligent systems as systems that must be designed, verified, governed, operated, reviewed, and improved through evidence.
ETIS is not simply a book about AI. It is a long-term engineering discipline for building intelligent systems organizations can trust over time.
The Framework repository defines and publishes the discipline.
The Engineering Platform demonstrates how to apply it.
