Dependency update PR — changes limited to: eng/Version.Details.props, eng/Version.Details.xml, eng/WpfArcadeSdk/tools/RuntimeFrameworkReference.targets, eng/WpfArcadeSdk/tools/Wpf.Cpp.targets, eng/common/build.ps1 (+7 more). Approving as these are standard dependency version bumps. (Auto-approved by scheduled script)
