Compile PDM with MSVC v145 by default.

There was no teamcity project for building PDM, this PR introduces one.
Relience on old-style custom triplets is removed in favour of centralized carbonengine/vcpkg-registry ones
Unused include remove from CMakeLists.txt
As PDM does not seem to use trinitydev or Internal build flavours, those presets have been removed. (they did not appear to be working to begin with)
