Migrate the conceptual patch life cycle content from the deprecated Ubuntu Wiki page Kernel/Dev/KernelPatches into kernel-docs. The new explanation page describes how a kernel patch moves from bug identification through upstream submission and into the Ubuntu kernel, including: - why upstream-first is the preferred path - the role of Launchpad bugs and BugLink references - how patches flow from upstream into Ubuntu - when cherry-picks/backports through SRU are needed - what happens when a patch is rejected upstream Upstream patch submission mechanics were deliberately omitted as out of scope for Canonical Kernel Team.
