Summary
Sauce Labs no longer accepts Sauce Connect 4 traffic; our wdio 8 toolchain launches SC 4.9.1, so browser smoke tests fail at tunnel start before any test runs.
Changes
smoketests/package.json: bump@wdio/*to^9, whose sauce-service launches Sauce Connect 5.package-lock.json: lockfile update from the bump.
