Resolve container ID prefixes

Fixes #1691

Summary

• resolve exact or unique container ID prefixes to canonical IDs
• apply prefix resolution to lifecycle and inspection/stat commands
• add focused coverage for exact, unique-prefix, ambiguous-prefix, and missing-prefix cases

Testing

• swift test --filter ContainerIDResolutionTests (blocked locally: package requires Swift tools 6.2.0, installed Swift is 6.0.3)
