Treat empty decoded Type1C and CIDFontType0C programs as missing fonts, allowing existing Standard 14 substitution to handle them before rendering. Cover both compact-font subtypes and the simple Type 1 fallback path with regression tests. Co-authored-by: Codex <codex@openai.com>
