What changed

• Adds strict consented TGC website-event ingestion, allowlisting, URL sanitization, retention, and legacy identifier scrubbing.
• Adds protected GET /report?view=tgc aggregate reporting.
• Adds the product-specific analytics policy and synchronized SOT/changelog/version documentation.
• Adds a gated Cloudflare deployment workflow: full checks first; deploy only for manual dispatch or an explicitly marked release merge.

Safety

• Existing D1 schema is reused; no migration is required or applied.
• No form contents, raw IPs, user-agent hashes, request IDs, fingerprints, or session replay enter the TGC report.
• Provisioned Worker secrets are preserved.

Validation

• TypeScript build passed.
• 59/59 Lighthouse tests passed.
• TGC site and Agent Smith consumer contracts were validated against this payload.
