Add Lampa Deck to Plugin Store

Lampa Deck runs a fully local instance of the Lampa catalog and TorrServer client on the Steam Deck. It includes an on-the-fly WebM (VP8 + Opus) transcoder to allow seamless movie streaming directly in Game Mode using the Lampa built-in HTML5 video player (solving CEF proprietary codec restrictions).
