Compact workspace cleanup JSON output

Summary

• Fixes Workspace cleanup outputs are too large for operator loops by default #801.
• Adds compact default JSON shaping for workspace cleanup/status, hygiene, lock, artifact cleanup, emergency cleanup, and cleanup drain output.
• Keeps full row/evidence arrays available with --verbose or explicit cleanup evidence commands.
• Adds standalone coverage for compact counts, bytes, blockers, next commands, and bounded samples.
