Publish NuGet packages from the repository

Hey, I'm sorry, but we've had to disable publishing. We have a new requirement that packages must be signed, but we haven't been able to stand up that pipeline yet

@christiango Will you be able to push out updates manually or is this part dead in the water until a pipeline is in place?

Unfortunately, we do not currently have a means to publish manually and I am working on another project now

I am in real need of a new release of the NuGet package. Is there something I could help with?

Mainly due to the overload of specifying a custom StackTraceParser: d1ff13f
I can't even make a clone of the StackTraceDeminfierFactory.cs file, as it doesn't have access to the internal classes.

And the ToString() overload is also a missing feature: c2d4546

Since I have moved to work on another team, there is unfortunately not someone available on the Microsoft side to set up and maintain a compliant pipeline with code signing for NuGet publishing from this repository.

I apologize for the inconvenience and hope we are able to set this back up someday.
