ADR suggestion: plotting routines in EasyUtils

Based on the discussion:
easyscience/core#244 (comment)

it would make sense to add plotting routines in EasyUtils.
Those could be reused in both EasyCore (for notebooks) and in technique-specific libraries

We should discuss what backends should be exposed:

• matplotlib
• plotly
• bokeh

and what types of plots should we include.

I think we should aim to exclusively use plopp

I am using Plotly. Plopp seems to support Plotly in addition to Matplotlib, but I’m not sure whether it would provide all the functionality I need for the plots I want to create.

I think if there's anything missing in Plopp, we can always ask Neil to implement it? Or help him with the implementation.
